They deal with the problem of refugees that had started in Yugoslavia before the Second World War. "By D. B. H. Vickers, investigations for the International Refugees Organization (1951)" --handwritten in pencil on p. [1] of first set; " Enclosed with Levi's letter of 13 June 1952" --handwritten in ink at head of p. [1] of second set.
